Are value assessments and impact claims that devalue and disenfranchise those subject to our political systems legitimate? If an institution exercises power over others while claiming to create public value, it should be able to demonstrate, not merely assert, that those claims are constitutionally, legally, and ethically justified.
Many institutions now speak the language of public value. Governments claim progress, universities claim public benefit, corporations claim sustainability, foundations claim equity. But many of those claims never answer the basic question: Were the people and future generations subject to that authority actually made more empowered? Without that answer, public value becomes a narrative instead of a standard.
Future children cannot vote today. They cannot object at hearings, challenge reports, or correct misleading claims. But today’s institutional decisions shape the world they will inherit. That is why constitutional accountability must include future generations: a legitimate public-interest claim must ask whether the next generation will be born into safer, freer, healthier, and more powerful conditions than the last.
Does the claim improve the conditions into which children and future generations are born? If an institution claims public benefit while ignoring children, political inequality, ecological harm, animal suffering, or unequal voice, the claim is incomplete. If the institution cannot show a measurable empowerment differential, the claim should not be treated as proven. One framework. Unlimited applications.
