A baseline is the reference point that makes a claim measurable.

When an institution says it is helping, improving, protecting, reducing harm, advancing equity, increasing sustainability, or creating impact, the public needs to know what condition is being compared, what outcome is being measured, what method was used, and what limits affect interpretation.

Without that information, “impact” can become presentation rather than proof.

This is not always intentional. But it is systemic. And it matters.

Public-interest claims influence where money flows, which strategies scale, which organizations gain authority, which policies are trusted, and which harms remain obscured. They affect donors, regulators, journalists, institutions, communities, animals, children, and other vulnerable populations.

When baselines are unclear, missing, unstable, or selectively framed, it becomes difficult to distinguish meaningful progress from performative success.
